Hell has had desire to bind the souls of mortals for the entirety of existence. The Battered Chains is the latest act in a long history of benevolent gods working against the machinations of Hell. The transformation of Cheliax into the newest layer of Hell spurred these gods into an alliance dedicated to empowering faithful willing to work against the living Hell on Golarion. Together, they encourage their followers to help liberate those still under the infernal yoke both within and without Cheliax's borders. Whether that's by helping the oppressed escape the borders of the nation or by actively slaying oppressors, followers of the Battered Chains are taking on the long and arduous duty of liberating any innocents they come across.

Cayden Cailean and Milani were already strong allies before the Hellfire Crisis, and the war fanned the flames of their desire for freedom for all. Kazutal recognized the immediate need for support from both herself and her community in dealing with the new dangers and tyranny that was rising from the figurative depths below Cheliax. Across the sea, Pahti Coatl saw that the Chelaxian colonies of Anchor's End and Canorus had undergone their own infernal transformation. She then raced to the Inner Sea to see the cause of the change, encountering Cayden, Milani, and an old friend in Kazutal. The four knew that liberty was at risk and agreed to work together to do what they can against the tyranny of Hell.

The guidance of the Battered Chains encourages minimizing attention to the works of liberation and the liberated themselves. They teach that the oppressed rarely have the means to protect themselves or evade their captors for a sustained period of time. Instead of bombastic and destructive liberations, the followers of the Battered Chains do their best to act from the shadows. When that isn't possible, the followers know it's their duty to bring as many eyes on themselves as possible, allowing the recently liberated to escape under the veil of distraction.
