With the newly established tenth circle of hell, Archdevil Abrogail has already created plans to prove herself worthy of ascension to Asmodeus and her fellow archdevils. The Circle of the Damned seeks to expand Hell's sphere on Golarion. They use cultural, economic, and diplomatic means to sway their subjects. However, they aren't shy about using deception or schemes to curry favor with allies and enemies alike. Military expansion is considered a last resort.

The pantheon, much more structured and orderly than most others, was formed as a way for the archdevils under Asmodeus to hold on to their own individual power. Even though Abrogail is the "youngest" of the archdevils, the others have quite an interest in working with her, as she controls the most stable bastion of Hell on Golarion.

Mephistopheles, the Crimson Son, often serves as Hell's politician, and sometimes advises Abrogail on overtures and treaties made with other nations. Belial, the Pale Kiss, blesses followers with the guile and charisma to entice others into joining the ranks of diabolism. Among his faithful are artists, thespians, and playwrights who have helped boost the cultural reputation of Cheliax. Mammon, the Argent Prince, uses his economic expertise to help their followers craft trade agreements and boost the economy of Cheliax so that other regions have no choice but to associate with them. Abrogail was able to convince Dispater, the Iron Lord, to take a more active role into the user, blessing lawmakers, lawyers, and peacekeepers. He upholds the laws and structure for the circle's followers from Dis. Should one betray the edicts, they will be punished harshly by his Eclipsing Eye.

Followers of the Circle of the Damned are considered more as agents of the archdevils than worshippers, enacting Hell's will in exchange for devilish favor. The faithful consist of many politicians and bureaucrats in Cheliax. While Abrogail holds most of the nation's power (though always under the watchful eyes of Asmodeus), other members of the pantheon have their own pockets of worship, hoping to expand their reach to neighboring countries. Many noble houses in Cheliax have also decided to follow the Circle of the Damned, some believing in the pantheon's goal, while others use it to appease the archdevils for more power.

The biggest portion of the pantheon's followers are mortals who are interested in becoming devils themselves. They strive to obtain an infernal form in life. If their souls are claimed for Hell before that, they're more than happy to join the ranks of lost souls.
